Themes & Ideas
The Charter describes global themes and big ideas in the form of a manifesto of possibilities for the city. Intended to act as signposts or inspirations for the extensive process of debate and consultation that will accompany the Plan, they will stimulate discussion and fire the imagination of everyone involved. They are:
